E has two sounds, closed or open
Provençal e is closed (é) by default, or when it carries an acute accent. It is open (è) when it carries a grave accent, or when it comes before a double l, a double r, or a consonant group starting with r.
U is pronounced as in French
Provençal u is pronounced like French u, never like "oo". It only takes that value inside a diphthong or a triphthong, covered further on. A local exception, noted in the Comtat Venaissin, has u said almost like "e" or the French "eu" there.
O is open, except unstressed in final position
Provençal o has two values : open in most positions, and nearly unstressed in an unaccented final position, where it weakens without becoming a French mute e.
